2025 Legislative Bills
While this is not the complete list of bills being introduced this session that MAR will track, this is a list of what we are supporting or opposing. There are many other bills we are currently monitoring.
Bills Supported:
HB 20 Voted levies to be in dollars rather than mills. Passed House by 63-37 vote on January 23rd.
HB 21 Establish a Montana workforce housing tax credit. Tabled in Committee
HB 27 Remove automatic agricultural classification for certain parcels.
HB 135 Create statutes of repose for claims against real estate appraisers. Passed House by 97-1 vote on January 27th.
HB 136 Revise property insurance laws relating to preventative measures to reduce damage. Passed House by 99-1 vote on January 23rd.
HB 225 Revise laws related to home inspections.
HB 246 Provide for standardization of substantial equivalency determinations in professional licensing. Passed the House by a vote of 100-0 on February 4th.
SB 3 Require advisory committee for districts that use tax increment financing. Passed Senate by 49-0 vote on February 3rd.
SB 4 Revise taxation of homesite on certain agricultural property Tabled in Committee
SB 121 Revise the land use and planning act. Passed Senate by 50-0 vote on February 14th.
SB 149 Revise emotional support animal laws. Passed the Senate by a 37-12 vote on February 3rd.
SB 174 Providing that recreational vehicles and mobile homes are reviewed as buildings for lease or rent for the purposes of subdivision review. Passed Senate by a vote of 49-1 on February 14th.
SB 175 Allowing for streamlined public hearing notice process when revising zoning. Passed Senate by a vote of 49-0 on February 7th.
SB 190 Allow water right holders to consent to waive adverse effects analysis in permit or change applications. Passed the Senate by 50-0 vote on February 14th.
SB 205 Revise laws related to voter approval for property tax levies and bonds.
SB 225 Provide income tax credit for renters

HB 231 Revise property tax rates for certain property
HB 305 Establish the mobile home park dispute resolution program
HB 311 Require the refund of rental application fees. Tabled in Committee
HB 461 Provide exemption for certain owner-occupied residential property owned by person s 67 or older
SB 99 Revise unrelated business taxable income to include certain rental and accommodations income. Tabled in Committee
SB 146 Creating the private property protection act.
SB 214 Revise zoning laws to clarify decisions regarding prior nonconforming use of property
